Projects

The Long-Range Planning Department undertakes projects and initiatives that carry out the vision of the Comprehensive Plan. These projects include amendments to the Comprehensive Plan, amendments to the Land Development Regulations, implementation plans, and various types of studies on our community.

  Housing Department Rules & Regulations Update
Action: Update affordable housing rules and regulations.
Goal: Improve affordable housing regulations for clarity and to reflect affordable housing need in the community.

2017 Parking Management Study 
Action:
Assess parking supply and demand in Town of Jackson Residential and Commercial Areas (Outside of Downtown Core).
Goal:
The primary goal of the study is to develop a comprehensive parking management plan that balances town character, land use, transit, and operations within physical and budgetary constraints.

Annual Indicator Report
Action: Yearly monitoring of 19 community indicators outlined in the Comprehensive Plan.
Goal: Annual Indicator Reports inform the development of Annual Implementation Work Plans and help our community meet growth management goals.

Town & County Implementation Work Plan FY'17-'18
Action: Design Fiscal Year '17-'18 Implementation Work Plan.
Goal: Annual Work Plans serve to proactively move us towards achieving the Growth Management Program targets outlined in the Comprehensive Plan.

Affordable Housing Mitigation Updates
Action: Modify existing affordable housing and employee housing fees policies. 
Goal: Ensure 65% of the workforce remains housed locally as called for in the Comprehensive Plan.

   Town Zoning (except Town Square)
Action: Update all zoning in the Town except in Character District 1, Town Square. Update industrial and commercial zoning in Character Districts 4 and 5 using the District 2 zones as a template.
Goal: Provide a variety of housing types consistent with the Comprehensive Plan Vision and Housing Plan through modifications to existing zoning and introduction of new zoning and regulations where needed. Incorporate standards that enhance the Town as a desirable place to live consistent with Principle 4.3 of the Comprehensive Plan.

   Town and County Natural Resource Regulation Updates
Action: Update the Natural Resource Overlay (NRO) and other natural resource protection standards.
Goal: Contribute to the short and long-term protection of healthy habitats in the community by designing standards based on updated natural resource studies and mapping.

Town "District 2" and Lodging Overlay Updates 
Completed. Town Council approved District 2 updates on 11/21/16. The updates became effective 11/23/16.
Action: Update downtown zoning regulations, specifically in Character District 2, the Town Commercial Core.
Goal: Create a vibrant and walkable downtown core.

Accessory Residential Unit (ARU) Amendment
Completed. The Town Council approved the amendment, allowing ARUs in the Neighborhood Conservation, Neighborhood Conservation 2, Suburban, and Rural Zones on 11/23/2016.
Action: Modify regulations to allow Accessory Residential Units (ARUs) - also known as guesthouses, carriage houses, mother-in-law-suites, etc - in the Neighborhood Conservation, Neighborhood Conservation 2, Suburban, and Rural Zones.
Goal: Allow property owners to help alleviate affordable housing challenges in the community by building and renting out ARUs on their property

  Exterior Lighting Amendment 
Completed. The Board of County Commissioners and the Town Council approved updates to Exterior Lighting Standards on 8/22/16 and 9/21/16, respectively.
Action: Update Exterior Lighting Standards, Sec. 5.3.1. of the Land Development Regulations. 
Goal: Clarify the language in the existing regulations and add additional standards to better protect dark skies, considered a scenic resource in the Comprehensive Plan.

  Rural Land Development Regulation Updates
Completed. The rural area Land Development Regulation and Zoning Map updates were adopted by the Board of County Commissioners December 22, 2015. They became effective April 1st, 2016.
Action: Update regulations for rural areas in Teton County.
Goal. Direct growth out of habitat, scenery, and open space.

  Integrated Transportation Plan (ITP)
CompletedAt the September 14, 2015 ?Joint Information Meeting, the Board of County Commissioners and Town Council adopted the ITP.
Action: Draft plan to carry out transportation policy and strategy direction of the Comprehensive Plan.
Goal: Increase use of alternative transportation, such as walking, cycling, and public transit and reduce and decrease single-occupancy
