Housing Authority Board Member Biographies
Jack Stout was born October 27, 1966 and has been a resident of Jackson Hole since 1990. He was the manager of Teton Village Property Management from 1991 through 1995. In 1995, Jack founded Alpine Vacation rentals, which specialized in short and long term property management. In 1999, he became owner and associate broker at Jackson Hole Properties and still works with that organization today. Jack served a complete 5-year term that ended December of 2007. He has been just been appointed for another 5-year term.
Jack currently lives in Wilson meadows. He is an avid baseball lover and has coached the Jackson Hole Youth Baseball team since 1991. He enjoys fishing, skiing, and running. Jack will be an excellent addition to the TCHA team with his insight and knowledge of the Jackson real estate market.
Patti Patterson was born in Pennsylvania. Her parents moved their family to Jackson in 1967. Growing up in this valley afforded her many recreational, learning, and community service opportunities. Housing has always been a difficult issue and she has experienced a variety of personal housing situations in the Jackson Hole Valley. As a young girl, her family lived in a garage, historic cabin (wood burning stove – only heat source), and very small travel trailer. The changes in our community have been immense.
A mother of two daughters, active in Soroptimist, Girl Scouts, Rotary, CES Foundation Volunteer, and church keeps Patti on the move with her husband, Tom, of 25-years.
She began her banking career in 1979 at the First Wyoming Bank in Jackson as a teller. Working through the various positions at the bank, she came to real estate lending. The first deed-restricted, affordable housing units offered in Teton County provided financing challenges. However, this area is where she finds her greatest satisfaction. She opened the first location for First Interstate Bank in January of 2000 as Branch Manager. She is currently with the main office of First Interstate Bank as an assistant vice president in lending. The years of her real estate lending compliments the backgrounds of the other Teton County Housing Authority Board members. She became a member of the board January, 2004. Patti serves as the Board's Vice Chair.
Hal is currently Senior Planner for Pierson Land Works, Inc. in Jackson. He served as Director of Planning and Building for the Town of Telluride, Colorado before moving to Jackson in 2005. He has a Masters on Science in Historic Preservation and a Bachelor of Arts in English and Architecture. Hal sees Affordable Housing as the single most important issue facing the community of Teton County, and has a strong commitment to land use and master planning as a means of preserving and enhancing unique and distinctive communities.
Diana Welch was raised in Colorado and moved to Jackson Hole in 1993. She lived in seven different rental properties in six years, until she and her husband were fortunate to be able to purchase an affordable home through the Housing Authority in 1999 in the Melody Ranch development. This was one of the greatest opportunities she and her family have had since living in Jackson, and she wants to see others have the same chance. Diana feels that providing affordable housing opportunities for our workers is one of the most important things we can do to sustain our unique community.
Diana works as a consultant for a market research firm. She has spent time volunteering in the local schools, and teaching classes for the Art Association. When time permits, Diana can be found skiing or running the trails in Game Creek.
